Wholesale cat cleaning products: what a first order needs to specify

Written by Joy Hu · Wholesale pet supplies buying · Published 2026-09-22

Wholesale cat cleaning is a consumables range, not a medical category and not a grooming-salon kit. Retailers and importers stock litter-box liners, scoops, waste bags, unscented wipes and enzymatic odor cleaners for household surfaces, then sell them as everyday replenishment next to litter and litter furniture. AXISLINK TRADING LIMITED, the Hong Kong company behind the public brand AXISLINK, sources pet supplies and ships orders from Hong Kong. The company does not sell pet food. Buyers email sales@axislinktrading.com. Joy Hu (also Pei Hu) leads sourcing. Anlong Cao runs quotations, quality checks, export documents and logistics.

A first wholesale order succeeds when the assortment, the specification and the freight term are written before anyone talks about volume. These products are light, bulky or both, and a carton that looks cheap on a unit price can become expensive once cube and scent complaints show up in the warehouse. Use the broader pet supplies wholesale buying guide for how a mixed pet order is structured, then use this page for the cleaning line itself.

Which products belong in the range

Buyers searching wholesale cat cleaning are usually building a small, repeatable set, not a catalogue of every accessory a factory can print. Five product families cover most retail demand.

Litter-box liners

Liners are thin bags or sheets that sit inside a litter box so the retailer’s customer can lift soiled litter out in one piece. Specify drawstring or plain open-top, film thickness in microns or mils, box size the liner is meant to fit, and whether the film is standard polyethylene or a thicker leak-resistant grade. A liner that tears at the drawstring is a return, so the seam and the handle attachment matter more than a printed cat illustration.

Scoops

Scoops are rigid tools with slots or round holes sized to pass clean litter and hold clumps. State overall length, slot or hole size, material (polypropylene is the common retail grade), whether the handle hangs, and whether a caddy or a covered holder is included. A scoop sold alone and a scoop packed with a holder are different SKUs. Do not mix them on one line of the purchase order.

Waste bags

Waste bags are the small rolls or header-card packs used to tie off a scooped clump. They are not the same item as a liner. Specify bag size when flat, film thickness, count per roll or per pack, closure (twist tie, drawstring or none) and whether the roll has a dispenser core. Retailers often want an unscented option as the base SKU and a lightly scented option only if their own shoppers already ask for it.

Unscented wipes

Wipes in this range are for wiping a litter-box rim, a scoop handle or a household surface after a spill. They are not a treatment and they are not a substitute for washing hands. Specify sheet count, sheet size, canister or soft pack, substrate (most retail wipes are a nonwoven), and a clear unscented or fragrance-free claim that matches the formula. If the formula includes a preservative system, ask for the ingredient list that will appear on the pack you sell. Match that label to the market you sell in. Rules for wipes and cleaners differ by country, and a phrase that is acceptable on one label can be a problem on another.

Enzymatic odor cleaners for household surfaces

These are bottled liquids sold to reduce odor on floors, litter-box surrounds and washable household surfaces. They are household cleaners. They do not treat disease, and they are not medicines. Specify bottle size, trigger spray or flip cap, dilution if the product is a concentrate, and the exact on-pack claim. The word enzyme on a label does not tell you the formula. Enzyme type, concentration and what the liquid is actually shown to do all vary by supplier. Read the claim as it will be printed, then decide whether your retailer or importer market allows that wording.

Leave professional salon tools out of this purchase. Clippers, dryers, tables and coat-care tools are a different buy, with different safety and electrical questions. The where dog groomers buy supplies guide is the right contrast: that page is about salon equipment, while this page is about cat cleaning consumables a pet aisle reorders every month.

What to specify on the purchase order

A usable line item names the product, the material, the size, the scent policy and the carton pack. Vague lines such as “cat cleaning set, assorted” produce the wrong goods. Write each SKU so a third party could check the carton without calling you.

  • Material. Film type and thickness for liners and bags. Resin and slot geometry for scoops. Nonwoven type and liquid load for wipes. Bottle resin and closure for cleaners. If a part is recycled content, say the percentage and whether it is post-consumer, and accept that colour and odour can shift between lots.
  • Size. Liner fit (for example a liner sized for a standard open box, stated in centimetres). Scoop length and slot size. Bag dimensions flat. Wipe sheet size and count. Cleaner fill volume in millilitres, not only a marketing name such as “large”.
  • Scent policy. Unscented as the default for wipes and as an available option for bags and cleaners. If a scented SKU is included, name the fragrance and cap how strong it may be. Scent load varies by formula. A “light fresh” note in one factory can fill a container in another. Ask for a retained smell sample and agree a reject rule before production.
  • Carton pack. Inner pack, outer carton count, carton dimensions and gross weight. Retailers need a pack that matches the shelf or the shipper. Importers need a carton that survives the voyage and still cubes well. State whether inner packs are retail-ready or bulk polybag.
  • Artwork and language. Which languages appear on the pack, where the barcode sits, and who owns the dieline. A buyer selling into the United States usually needs English on the primary panel. Do not assume a factory’s existing English copy is legal in your state or your retailer’s vendor manual.

Colour, hang-hole position and an instruction icon are worth one line each. They are cheap to set now and expensive to relabel later.

How the first order is usually built

Start with the SKUs that turn every month. A practical opening range is one unscented liner in the size your litter boxes use, one standard scoop, one unscented waste-bag count, one unscented wipe count, and one surface cleaner bottle size. Add a scented bag or a second liner size only after sell-through data, not on the trial.

Cat furniture and travel are separate buying decisions. A shopper who buys a liner often owns a pan already. If you also stock cat furniture, read the wholesale cat trees guide for structure, stability and carton cube, which do not apply to a film liner. If you stock travel, the wholesale cat carriers guide covers ventilation, door hardware and airline-size questions that a scoop never has.

Keep the cleaning range easy to reorder. Same pack counts, same carton marks, same barcode per SKU. A mixed first order is fine. A mixed reorder with silent specification changes is how scent, film gauge and wipe count drift.

Samples before production

Ask for a pre-production sample of every SKU you intend to repeat. For liners and bags, fill one with dry litter and one with a wet paper towel and check seals, drawstrings and tear points. For scoops, pass the litter grade you expect your shoppers to use and confirm clumps stay in the scoop. For wipes, open a pack, note the liquid level and the smell, then close it and check the seal a day later. For cleaners, spray or pour on a scrap surface you can discard, read the on-pack directions, and compare the smell with the unscented claim.

Sign the approved sample or mark it with a date and a SKU code. The production lot should match that sample in material, thickness, count, scent and print. A photo is a useful record. It does not replace the physical piece, because film gauge and fragrance do not show reliably on a screen.

If you are comparing several Chinese factories for the first time, the how to verify a Chinese pet supplier page walks through company records, sample discipline and what a factory visit can and cannot prove. AXISLINK does not claim a published count of audited factories. You still approve the sample that your order must match.

How to read an Incoterm on the quote

The Incoterm says where cost and risk move from seller to buyer. It is not a shipping slogan. On a quote for these goods you will usually see one of three patterns.

  • EXW (ex works) means you take the goods at the seller’s premises and arrange inland haul, export clearance, ocean or air freight and import. It is rarely the simplest choice for a first order.
  • FOB (free on board) names a port of loading. The seller delivers the goods on board the vessel at that port and handles export clearance there. You arrange the ocean freight, insurance if you want it, and everything after the goods are on board. FOB Ningbo means Ningbo is the port where that handoff happens.
  • CIF or CFR includes ocean freight to a named destination port (CIF also includes a minimum insurance). You still handle import clearance, duty and delivery inland from that port. The freight included is only as good as the service named on the quote.

Read the named place, not only the three letters. FOB Ningbo and FOB Hong Kong are different handoffs. A quote that says “FOB” with no port is incomplete. Ask which charges sit above the unit price: inland trucking to the port, terminal handling, document fees and any pallet or carton-mark charge. Those lines change the true cost of a bulky liner more than they change the cost of a small scoop.

A worked example you replace with your quote

This is an example a buyer replaces with their own quote. It is not an AXISLINK price list, and it states no dollar price. The shape is a 1,000-unit mixed reorder, FOB Ningbo, for a retailer that already approved samples on a previous lot.

SKUSpecification to lockUnits in the exampleCarton note

Unscented wipesStated sheet count and size, fragrance-free100Soft pack or canister as sampled
Surface odor cleanerStated fill, trigger, on-pack claim matched to the buyer’s market100Bottles upright, leak check agreed

The 1,000 units are the sum of those five lines. FOB Ningbo on this example means the seller’s job includes getting that mix on board at Ningbo, and the buyer’s forwarder takes the booking from there. Replace every row with the counts, gauges and pack from your own quotation before you treat the example as an order.

Inspection

Inspect against the approved sample and the purchase order, not against a catalogue photo. For a reorder of this size, a practical check is a carton count, a piece count on several cartons, film or part comparison to the sample, scent comparison for any unscented SKU, print and barcode scan, and a leak or seal check on liners, wipe packs and cleaner bottles. Open more cartons if the first cartons already disagree with the sample.

Agree who inspects and where. Under FOB Ningbo, the usual window is at the factory or at the consolidator before the goods are delivered to the port. A failed scent check or a thin film is much cheaper to correct there than after arrival. Write the defect rule in plain language: wrong gauge, wrong count, scented product on an unscented line, leaking bottles, or barcodes that do not scan. Anlong Cao handles quality checks and export documents on AXISLINK orders. You still tell the inspector which defects are rejectable for your account.

Do not invent compliance paperwork the product has not earned. Ask which documents the factory will actually supply with the shipment, such as a packing list and a commercial invoice, and check them against your importer’s broker list. No certificate is assumed on this page.

Freight and what happens after the port

Liners and wipes are light for their volume. Scoops are awkward rather than heavy. Cleaners are liquids: they need upright stowage, intact caps and a carton that does not weep. Tell the forwarder the shipment contains liquid household cleaner so the booking matches the cargo. Ocean freight is the normal mode for a 1,000-unit mixed reorder. Air freight is rarely sensible for film and liquid unless a retail launch date has already been missed.

From a Ningbo FOB handoff, your forwarder books the vessel, you insure if your term does not include insurance, and your broker clears the goods in the destination country. Duty depends on classification, origin and the importing country’s tariff schedule on the day of entry. This page does not state a duty percentage. Your broker should classify liners, plastic scoops, wipes and cleaners separately if they fall under different headings. Describe the goods on the invoice as what they are, for example plastic litter-box liners or a liquid household odor cleaner, so the description matches the product.

Orders placed with AXISLINK ship from Hong Kong. If the quote names a different loading port, read that port as the Incoterm place and ask how the goods move from the factory to the vessel. The how to buy pet supplies directly from China guide covers the wider sourcing path. Importers routing into the United States can use import pet supplies from China to the USA for the entry side of the same trip. Neither page replaces your broker.

How to brief the reorder

Once the first lot has sold, the reorder brief can be short if the specification is already locked.

  1. Repeat the SKU codes, pack counts and the sentence “match the approved sample dated …”.
  2. State unscented again on every line that must stay unscented. Do not rely on the previous email.
  3. Confirm the Incoterm and the named port. Change FOB Ningbo only if you mean to change who books the vessel.
  4. Give the carton-mark text, the destination and the inspection point.
  5. Ask for the packing list before the goods leave, and check piece counts against the purchase order.

Retail shelf sets and importer warehouse packs can share the same product and still use different inners. Keep those as separate codes. A club-store shipper of waste bags is not the same line as a 20-count peg pack, even when the bag film is identical.

What AXISLINK will and will not do on this range

AXISLINK sources pet supplies for overseas retailers and importers. Cleaning consumables of the kind described here sit in that sourcing work. The company does not sell pet food, and it does not position these cleaners, wipes or liners as pet-medical products. Claims on enzyme formulas and on scent stay tied to the label you approve. If a formula or a claim does not fit the market you sell in, leave that SKU off the order.

Browse current grooming supplies if your assortment also needs brushes and coat tools, and use the pet supply catalogue to see how product lines are grouped. Salon equipment remains the other purchase, covered in the dog-groomer guide above.

Request a quote when the specification is ready

Send the SKU list, the material and size for each line, the scent policy, the carton pack, the destination country and the Incoterm you want. A 1,000-unit mixed reorder, FOB Ningbo, is a fair way to illustrate the shape. Replace it with your own counts. Request a quote and the AXISLINK team will come back from sales@axislinktrading.com with sourcing led by Joy Hu and with quotations, quality checks, export documents and logistics run by Anlong Cao.
